会昌县第三期学前教育行动计划

为贯彻落实党的十九大关于办好学前教育的要求,以及省、市教育事业发展十三五规划有关精神,进一步促进我县学前教育持续快速发展,根据《教育部等四部门关于实施第三期学前教育行动计划的意见》(教基〔20173号)、《江西省教育厅等四部门关于印发<江西省第三期学前教育行动计划>的通知》(赣教发〔201812号)和《赣州市人民政府办公厅关于印发赣州市基础教育三项计划的通知》(赣市府办发〔201833号)精神,结合我县实际,制定本计划。

     一、重要意义

办好学前教育,关系人生起点的公平,关系国家和民族的未来。实施全县第三期学前教育行动计划是巩固一期、二期行动计划成果,是为儿童终身发展奠基,推进教育现代化的必然要求;是服务二孩政策落地,保障民生的迫切需要;是推进教育扶贫,促进教育均衡,打赢教育脱贫攻坚战的重要举措。

二、发展现状

(一)基本情况。近年来,我县高度重视学前教育发展,实施了一期(2011-2013年)、二期(2014-2016年)学前教育三年行动计划,把大力发展学前教育作为推动教育科学发展、改善民生的重要任务,纳入政府工作重要议事日程,学前教育有了显著发展。一是教育资源明显扩大,公益普惠覆盖城乡。2013年至今累计新(改、扩)建城区公办幼儿园2所,建成乡镇公办幼儿园20所、村级公办幼儿园61所。至2017年底,全县有幼儿园263所,其中公办幼儿园83所,占幼儿园总数的31.5%,比2013年增加20所,且实现了每乡(镇)有1所公办园,人口较大行政村有公办性质的幼儿园。二是幼教队伍稳定发展,教师素质明显提高。全县有幼儿园教职工591人,比2013年增加31人,其中乡镇公办中心幼儿园新增编制内幼儿教师259人。累计培训幼儿教师25次,幼儿教师专业素质和能力明显提升。三是普及程度大幅提升,保教质量显著提高。全县有在园幼儿18544人,其中公办园在园幼儿6317人,占比34%,比2013年提高6个百分点。市示范幼儿园12所,分别比2013年增加11所。

(二)存在问题。随着全面二孩政策的实施,未来几年将迎来新一轮入园高峰期,从全县学前教育现状来看,存在着一些突出问题:一是优质学前教育资源相对短缺;二是县乡两级用于改善办园条件的经费投入严重不足,公办幼儿园所占比例相对较低,多数行政村没有建设独立幼儿园;三是师资队伍建设严重滞后。近年新开的公办幼儿园受教师编制不足的影响,不同程度存在或少配教师和不配保育员,或低薪(工资约1800/月)临聘幼儿教师的现象,严重影响幼儿园保教质量。四是幼儿园小学化现象明显。科学育儿理念尚未形成共识,部分幼儿园,特别是民办幼儿园不尊重幼儿年龄特点,小学化现象严重。 五是财政投入明显不足。公办幼儿园低水平运转,对普惠性民办幼儿园扶持力度不大等等。这些问题已经成为制约全县学前教育进一步发展的瓶颈,必须引起高度重视,切实加以解决。

三、总体要求

贯彻落实习近平新时代中国特色社会主义思想和党的十九大幼有所育的要求,围绕扩资源、强机制、提质量的核心任务,按照扩充资源与提升质量并进、就近入园与入普惠园并举、项目建设与健全机制并重的要求,全面提高学前教育公共服务水平,保障适龄幼儿接受更加公平、有质量的学前教育,坚持以下基本原则:

坚持政府主导,强化机制建设。落实地方政府发展和监管学前教育的责任,政府主导政策制度设计和管理质量提升,建立健全确保学前教育可持续发展的体制机制,提高综合治理能力。

坚持科学规划,优化资源配置。统筹考虑城乡一体化发展和人口政策调整需求,科学规划、合理布局学前教育资源。优化资源配置,新增资源重点向城镇人口集中地区和人口较多的行政村倾斜。

坚持公益普惠,公办民办并举。新增学前教育资源以举办公办幼儿园和普惠性民办幼儿园为主,进一步提高公办幼儿园提供普惠性学前教育服务的能力,积极引导和扶持民办幼儿园提供普惠性服务。

坚持保教并重,实现快乐成长。坚持正确的办园方向,尊重幼儿身心发展规律和学习特点,坚持以游戏为基本活动,保教并重,注重培养幼儿良好的品德和学习生活习惯,促进幼儿身心全面和谐发展。

四、主要目标

2020年,基本建成普及面广、公益普惠、城乡均衡、开放多元的学前教育公共服务体系,学前教育总体发展水平位居全市前列。

(一)学前教育高水平普及。学前教育资源总量充足,基本实现按规定班额招生。到2020年,全县学前三年毛入园率达88%以上。

(二)普惠性资源显著增加。城区1000户以上住宅小区建一所幼儿园,1000户以下住宅小区片区联合建一所幼儿园,且一律举办公办或普惠性民办幼儿园;继续办好乡(镇)公办中心幼儿园;2000人以上人口较大行政村建有1所公办幼儿园。力争到2020年,全县普惠性幼儿园覆盖率(公办幼儿园和普惠性民办幼儿园在园幼儿数占在园幼儿总数的比例)达80%,公办幼儿园占比达50%。 (三)师资力量明显加强。幼儿园教师配备和工资待遇保障机制初步建立,每个幼儿班按两教一保配齐教职工,幼儿教师全员持证上岗,且依法全员纳入社保体系,公办幼儿园教师基本实现同工同酬。

(四)保教质量显著提高。幼儿园保教质量评估监管体系基本形成。幼儿园办园行为普遍规范,小学化现象基本消除。优质教育资源规模明显扩大,各乡镇至少有一所公办市级示范幼儿园;区域、城乡学前教育发展均衡度大幅提升,各类幼儿园特别是农村幼儿园保育教育质量显著提升。

五、政策措施

(一)强化政府主导,保障学前教育经费投入。

落实学前教育投入的主体责任,将学前教育经费纳入本级财政预算。按照非义务教育成本分担的要求,建立起与管理体制相适应的生均拨款、收费、资助一体化的学前教育经费投入机制。拓宽经费来源,每年从土地出让收益中计提的教育资金和地方教育附加,按照一定比例用于学前教育。坚持精准投入,重点用于扩大城区普惠资源、建设农村幼儿园、落实幼儿教师待遇等。根据地方经济发展状况、办园成本和家庭经济承受能力,制定公办幼儿园保教费收费标准,实行动态调整,2018年起执行公办幼儿园学前教育生均公用经费不低于600/年的拨款标准。研究制定普惠性民办幼儿园扶持政策,扶持一批办园条件达标的幼儿园举办优质的普惠性幼儿园。

(二)优化布局结构,大力扩充普惠性幼儿园。

1. 合理布局城乡幼儿园。科学做好幼儿园布局规划,充分考虑新型城镇化进程、加快脱贫攻坚、乡村振兴、老城区改造和两孩政策等因素,科学测算普惠性学前教育资源需求,确定普惠性幼儿园总量和布局。城区按每1000户配建一所幼儿园,农村按服务人口2000人以上设置一所幼儿园,人口小村联合办园或建分园的原则,科学制订幼儿园布局总体规划,完善县、乡(镇)、村三级服务网络,基本满足适龄幼儿就近入园需求。

2. 增加公办幼儿园总量。实施学前教育普惠攻坚工程,制定年度建设计划,逐年新建、改扩建一批公办幼儿园。闲置国有资产中适宜举办幼儿园的场所要优先用于举办公办幼儿园,并按有关政策文件做好国有资产举办的幼儿园事业单位登记工作。城镇街道、社区、村民委员会要承担发展社区学前教育的责任,举办集体所有制幼儿园,为群众提供公益性服务。重点支持在学位缺口较大的区域和新区新建公办幼儿园。

3. 规范住宅小区配套幼儿园建设管理。根据《赣州市城镇住宅小区配套幼儿园规划建设及管理使用办法》(赣市府办字〔201840号)、《会昌县城镇住宅小区配套幼儿园建设与管理实施办法》会府办发〔2018157号,县城乡规划建设局要将住宅小区配建幼儿园纳入规划,要求城镇住宅小区按人口规模配建相适应的幼儿园;县国土局要将配建幼儿园的规划设计条件纳入土地出让方案和出让合同,明确建成后无偿移交县教育局管理和使用;县教育局要参与幼儿园规划建设、质量监督的全过程;政府投融资建设的保障性住房及安置小区补足配齐幼儿园。县政府将适时出台小区配套幼儿园建设和管理实施办法,开展城镇住宅小区配套幼儿园专项整治,对未按规定建设或移交、没有办成公办园或普惠性民办幼儿园的要全面整改,2018年底前整改到位。

4. 依法保障幼儿园建设用地。幼儿园建设用地,按照国家有关规定予以保障,不得用于其他用途。土地使用权转让、出租的,应按有关法律、法规办理。民办园终止办园时,按照土地使用性质由国土资源行政部门依法处理。

5. 建立长效的普惠性民办幼儿园扶持机制。县财政设立扩充普惠性学前教育专项资金,通过补贴租金、购买学位、奖励升级等形式,扶持一批中心城区民办幼儿园办成普惠性幼儿园。落实省、市《普惠性民办幼儿园认定及扶持办法(试行)》要求,出台具体细则,建立普惠性民办园持续发展机制,通过购买服务、综合奖补、减免租金、派驻公办教师等方式支持民办园提供普惠性服务。加强对普惠性民办幼儿园的日常监管和保教工作的指导,完善准入和退出机制。

(三)加强队伍建设,提高幼师整体素质。

1. 补足配齐幼儿园教职工。按照《幼儿园教职工配备标准(暂行)》和《市教育局 市财政局 市编办 市人社局关于加强公办幼儿园教职工配备与待遇保障的意见》,落实幼儿园每班两教一保配置标准。县编委办要根据本地实际,会同教育、财政、人社等部门,依据在园幼儿情况核定本地公办幼儿园教职工编制;建立和创新师资动态补充机制,通过公开招聘、内部调配、中小学富余教师转岗、政府购买服务等多种方式逐步补足配齐幼儿园教职工。尤其要通过定向培养、学前教育巡回支教试点、幼儿园特岗教师试点等多种方式为边远贫困地区的幼儿园补充合格教师。民办幼儿园要根据办园规模,参照公办幼儿园岗位设置和教职工编制标准,足额配备各类人员。

2. 加强幼教师资的培养和培训。拓宽学前教育师资培养渠道,每年按岗位需求计划,为贫困边远地区定向培养幼儿教师。适应学前教育改革发展需要,大力开展以提高专业能力为重点的幼儿教师培训,建立每五年一周期的幼儿教师全员培训制度,实施幼儿教师专业能力提升计划,通过国家、省、市、县四级培训,五年内将全县幼儿教师轮训一遍。加强幼儿骨干教师培训,培养一批名教师,带动全县幼儿师资整体素质的提升。坚持学用一致的原则,鼓励幼儿教师参加本专科学历学习,提高教师学历层次和教育教学水平。到2020年,基本实现幼儿园教师持证上岗,建成一支数量充足、结构合理的幼教师资队伍。

3. 依法保障幼儿园教师工资待遇。认真贯彻《中华人民共和国教育法》,依法落实幼儿园教师工资待遇。对公办幼儿园按规定配备的非在编幼儿教师所需经费按照以县为主的管理体制,所需资金列入县财政预算,逐步实现同工同酬。非在编的保育、后勤、保安人员由县财政通过向社会购买服务或公益性岗位等方式统筹安排。幼儿园教职工依法全员纳入社保体系。引导和监督民办幼儿园依法保障教师工资待遇,稳定教师队伍。对长期在农村基层和边远贫困地区工作的公办幼儿园教师,按国家有关规定实行工资倾斜政策,依法享受乡村教师生活补贴。边远贫困地区农村学校教师周转房建设项目要覆盖乡村公办幼儿园。

(四)加强内涵建设,提升学前教育整体质量。

1. 实施科学保教。深入贯彻教育部《幼儿园工作规程》和《3-6岁儿童学习与发展指南》,倡导宣传科学育儿理念,规范幼儿园课程实施和保教行为,坚持以游戏为基本活动,防止和纠正幼儿教育小学化现象。

2. 加强片区管理。建立学前教育片区管理制度,通过示范园与薄弱园、公办园与民办园联片管理、联片教研、联动帮扶,构建幼儿园发展共同体,促进合作共进,提高幼儿园办园质量,逐步缩小幼儿园之间的质量差异,促进学前教育均衡发展。

3. 加强示范引领。加强幼儿园骨干体系建设,切实发挥优质资源示范、引领、辐射作用,通过结对帮扶,着力扩大优质学前教育资源总量。鼓励争创省、市示范性幼儿园,继续实施示范园等级提升奖励制度。至2020年,县城区至少有一所公办省级示范幼儿园,各乡(镇)至少有一所公办市级示范幼儿园,全县省、市示范性优质学前教育资源覆盖面扩大到12%

4. 加强质量监测。构建幼儿园保教质量评估体系,建立科学评估导向,着重加强对师资配备、保育过程和管理水平等方面的评估。加强学前教育教研力量,配备专职学前教育教研员,完善区域教研和园本教研制度,整体提升幼儿园保教质量。

5. 推进信息化建设。依托省、市教育资源公共服务平台建立安全、稳定的学前教育信息平台。启动数字化幼儿园建设工程,抓好专递课堂”“名师课堂”“名园课堂建设,实现学前教育优质资源的共建共享。加强学籍管理。到2020年,建立较为完善的学前教育管理信息系统,提高学前教育管理的现代化和规范化水平,提高管理效率和质量。

(五)创新监管机制,完善幼儿园管理模式。

1. 加强幼儿园动态监管。依照《事业单位登记管理暂行条例》,对政府和事业单位举办的幼儿园进行事业单位登记管理。落实新修订的《民办教育促进法》《国务院关于鼓励社会力量兴办教育促进民办教育健康发展的若干意见》以及配套文件《民办学校分类登记实施细则》《营利性民办学校监督管理实施细则》,规范对民办幼儿园的监督管理。

2. 强化幼儿园安全监管。建立健全幼儿园安全责任制、责任追究制和安全预警机制,严防各类事故发生。加强对幼儿园安全保卫工作的监督指导,整治、净化周边环境。把幼儿园卫生保健工作纳入公共卫生服务的重要内容,监督指导幼儿园膳食营养、健康检查、疾病防控等相关工作。幼儿园所在乡镇和村要共同做好幼儿园安全管理工作,建立分工负责、上下联动、齐抓共管的幼儿园安全防护体系。

3. 加强对非法办园的治理。加强统一领导,建立教育、公安、卫生、消防、物价等部门齐抓共管机制,按照准入一批、整改一批、取缔一批的原则,全面开展无证幼儿园清理整顿工作,分类治理无证办园。对经整改仍不达标的,予以关停;对规模小、条件差、有严重安全隐患的立即关停,并妥善安置在园幼儿,2018年前完成无证幼儿园的治理整顿工作。

4. 创新幼儿园管理模式。实施城区集团化办园模式,鼓励示范性幼儿园通过举办分园、承办新园、托管薄弱园、合作办园、结对帮扶、支教轮岗等形式,输出先进教育与管理理念,扩大优质教育资源覆盖面。推行镇村一体化管理模式,农村幼儿园由乡镇中心幼儿园统一管理,使乡镇中心幼儿园成为当地学前教育管理中心、师资培训中心、信息资源中心、家长指导服务中心和儿童活动基地,带动区域内学前教育的发展和提高。

(六)保障弱势群体接受学前教育。

选择会昌幼儿园和县特殊教育学校开展残健融合试点工作,整合幼儿园的资源促进残疾儿童发展。以普惠性幼儿园为主,保障随迁儿童和留守儿童就近接受学前教育的需求。健全学前教育资助体系,加大对家庭经济困难儿童、孤儿和残疾儿童资助力度,确保建档立卡等家庭经济困难幼儿优先获得资助。

六、组织实施

第三期学前教育行动计划涉面广、任务重、要求高,各部门要切实加强领导,推进改革,强化督查,务求实效。

1. 加强领导,明确责任。各部门要完善工作机制,加大统筹协调力度,明确任务分工,调动和发挥各部门积极性与创造性,形成工作合力。

2. 推进改革,破解难题。要按照构建学前教育公共服务体系的总体要求,深化学前教育领域综合改革,健全学前教育管理体制,探索优质园集团化连锁办园管理模式改革,实现优质资源的快速扩充辐射。要深化幼儿园人事制度改革,增强幼儿园教师职业吸引力。

3. 强化督查,注重实效。县政府将对各部门推进学前教育行动计划进展情况进行专项督查,对发展目标、项目投入、进展情况和实施效果进行跟踪与监测,确保行动计划取得实效。建立督导检查和问责机制,将行动计划目标任务和政策措施落实情况纳入全县教育工作实绩的考核内容。
